Direct Selling in Iowa: Chapter 551A, Small Firms and a Cedar Rapids Head Office

Iowa had 3,238,387 residents in the Census Vintage 2025 estimates, and its unemployment rate held at 3.2 percent in September 2026. This page covers the state's small business base, its job and campus figures, and the business opportunity law in Iowa Code chapter 551A. It also covers the one Iowa head office in Plondo's directory, World Financial Group in Cedar Rapids.

289,962 small businesses, 637,557 of their workers

The SBA Office of Advocacy counts 289,962 small businesses in Iowa in its 2025 profile. They make up 99.3 percent of all Iowa businesses.

Those firms employ 637,557 people. That is 46.0 percent of Iowa employees. Almost every business in the state is small by count, but under half of Iowa's workers are on a small firm's payroll.

A person who signs on as an independent rep in Iowa is, in practice, opening one more small business. That rep joins a field that is already crowded by count. Many of the people the rep meets at work will be employed by larger firms, since small firms hold less than half of the jobs.

September 2026: 3.2 percent and 1,800 new jobs

Iowa Workforce Development reported that the state's unemployment rate again held at 3.2 percent in September 2026. Employers added 1,800 new jobs that month.

The same report said construction and healthcare employment reached all-time highs. Iowa's total nonfarm employment stood at 1.59M.

An earlier IWD report put the state's total employment level at 1,669,600 in August 2026, a decrease. The two numbers come from different IWD releases and carry different labels, so this page lists them side by side rather than comparing them.

With unemployment at 3.2 percent, most adults a rep talks to in Iowa already have a job. Record employment in construction and healthcare points to people on crews and hospital shifts. A rep recruiting in Iowa is usually asking someone to add a side business to a full schedule, not to replace lost work.

Iowa State up 673, University of Iowa up 784

The Iowa Board of Regents reported that total enrollment at Iowa's Regent universities rose by 1,378 students, or 2 percent, from Fall 2024 to Fall 2025.

Iowa State University grew by 673 students year over year. The University of Iowa added 784 students.

Iowa residents make up 58 percent of students at the state's public universities. The rest come from outside Iowa. A student who joins a direct selling team while enrolled may leave the state after graduation. A company recruiting near these campuses should expect its Iowa roster to change with each school year.

Starter kits and the $500 line

Iowa does not have an exemption in chapter 551A written specifically for direct selling or multilevel companies, based on the chapter text reviewed for this page. Coverage turns on whether a company's offer meets the chapter's definition of a business opportunity.

Section 551A.4 exempts an offer when the buyer's cash payment does not exceed $500 and pays for not-for-profit sales demonstration equipment, materials or samples, or for inventory bought at a bona fide wholesale price. The seller carries the burden of proving the exemption. A company with an Iowa field should know which side of that line its starter kit and first orders fall on.

Chapter 551A, Iowa's business opportunity statute

Iowa Business Opportunity Promotions law[1]

A person may not offer or sell a business opportunity unless a business opportunity disclosure document and contract are provided, as set out in section 551A.3. A buyer can cancel a contract under section 551A.6. Sellers must file an irrevocable consent that appoints the Secretary of State to receive service of process (section 551A.7). Section 551A.8 sets out liability and remedies for violations of the disclosure rules. This is general information and not legal advice.

Direct selling ruleThe chapter text I reviewed has no exemption written specifically for direct selling or multilevel companies. Section 551A.4 exempts a business opportunity when the buyer's cash payment does not exceed $500 and it is for not-for-profit sales demonstration equipment, materials or samples, or for inventory bought at a bona fide wholesale price. The seller has the burden of proving any exemption. A multilevel company's coverage depends on whether its offer meets the chapter's definition and one of these exemptions.
AgencyIowa Secretary of State (receives irrevocable consents under section 551A.7). I did not find a source for the enforcement agency, so verify that separately.
