Direct Selling in Arizona
Arizona holds a small but notable cluster of direct selling headquarters in the Phoenix area. Plexus Worldwide and Forever Living Products are in Scottsdale, and Isagenix is in Gilbert. The state has 7,623,818 residents, which makes it the 14th largest in the nation. This guide covers the companies, the two Arizona laws that matter most, and the border market to the south.
The Scottsdale and Gilbert cluster
Three direct selling companies have documented headquarters in two Phoenix area towns: Plexus Worldwide and Forever Living Products in Scottsdale, and Isagenix in Gilbert.
Plexus announced a groundbreaking in 2015 for a 70,000 square foot national headquarters at Pima Center, a 209 acre business park in Scottsdale. A January 2016 report said the company was moving into it. Isagenix opened a 150,000 square foot world headquarters in Gilbert in March 2016. It was the first corporate tenant of the Rivulon development there.
Forever Living says it was founded in 1978. Its September 2025 privacy notice gives Scottsdale as its headquarters, and a company profile lists an address on McCormick Parkway. For a software vendor or a service provider, that means three buyers inside one metro area.

Arizona business opportunity rules
Business opportunity sellers (telephone solicitation statutes)[2]
Arizona regulates the sale of a business opportunity. That means goods or services sold to a consumer for an initial payment of 500 dollars or more to start or run a business. The definition also covers solicitations where the seller claims the consumer will earn more than the payment, that a market exists for the goods, that the seller will buy back goods, that income or a refund is guaranteed, or that the seller will provide a sales or marketing program. A seller covered by the statute files a notarized registration with the Secretary of State and renews it every year. The seller also keeps a 100,000 dollar surety bond filed with the State Treasurer. The seller must give the consumer a written disclosure document at least five business days before the consumer signs or pays. This is general information and not legal advice.

Arizona pyramid promotional scheme law
Pyramid promotional schemes[6]
Arizona defines a pyramid promotional scheme as a plan where a participant gives consideration for the chance to receive compensation that comes primarily from bringing other people into the plan, rather than from sales of goods, services or intangible property. A person may not establish, operate, advertise or promote one. A violation is a class 6 felony.

The Sonora border market
Arizona borders the Mexican state of Sonora. In 2025 the Southern Arizona Hispanic Chamber of Commerce hosted an Arizona Sonora economic forum in Tucson. The governors of both states spoke. They said the two states rely on each other for trade, commerce, infrastructure and tourism.
About 13.4 percent of Arizona residents were born outside the United States, according to the Census Bureau's 2024 American Community Survey. Companies that recruit here often plan English and Spanish training and product material from the first day.
