Direct Selling in California
California has more residents than any other state, and its regions differ a lot from each other. A direct selling company that launches here is really launching in several markets at once. This page covers the state's size, two California laws that touch direct selling, and the directory companies whose own sources place a headquarters or main address in the state.
One state, many separate markets
The Census Bureau estimated California at 39,355,309 people on July 1, 2025. That is the largest population of any state. Governor Gavin Newsom announced in April 2025 that California had become the fourth largest economy in the world, using data from the International Monetary Fund and the U.S. Bureau of Economic Analysis.
Size alone does not make a launch easy. A team in Los Angeles, a team in the Bay Area, and a team near the Mexican border draw on different communities and speak different languages. Companies that plan for this build regional leaders and regional training, not one statewide script.

Two California rules to read before you launch
Seller Assisted Marketing Plan Act and the endless chain law[2]
This is general information, not legal advice. The Seller Assisted Marketing Plan Act covers a sale or lease of products or services that helps a buyer start or run a business, when the buyer owes more than $500 but pays less than $50,000 up front, and the seller advertised or solicited the sale and made earnings, market, or buy back claims. A seller covered by the Act must give the buyer written disclosure documents before the sale. The Attorney General's registration page also says sellers of business opportunities in that price range must register before advertising or sales, unless they are otherwise licensed or regulated. Penal Code 327 is a separate criminal law. It defines an endless chain as a scheme where a participant pays for the chance to be paid for bringing in more participants, or for the chance to be paid when a recruit brings in a new participant.
This is general information, not legal advice.
Questions a California launch plan should answer
Start with the written plan. Ask whether the company, the buyer's up front payment, and the claims made in marketing fall inside the Seller Assisted Marketing Plan Act. If they might, ask who files with the Attorney General and what the disclosure document must say.
Next, read how the pay plan treats sales to customers and sales to new recruits. Penal Code 327 looks at what the compensation rests on. Write the plan description so it states plainly how retail sales to non participants are rewarded.

Which direct selling companies are headquartered in California?
Company sources place Herbalife's corporate executive offices in Los Angeles, Arbonne's headquarters in Irvine, BODi's principal executive offices in El Segundo, Enagic USA's headquarters in Torrance, and Vida Divina's world headquarters in Ontario. Do California sellers of business opportunities need to register?
The California Attorney General says sellers of business opportunities for initial payments of $500 to $50,000 must register before advertising or sales, unless otherwise licensed or regulated. Whether a direct selling plan falls in that group depends on the facts. Ask a California attorney.
What counts as an endless chain in California?
Penal Code 327 defines it as a scheme where a participant pays for the chance to receive pay for bringing in other participants. Pay based on sales to people who are not participants, and who are not buying to join, is outside the definition. This is general information, not legal advice.
Can an established California leader move to a new company through Plondo?
Yes, if the leader is in a company that has no relationship with Plondo. The placement service is free and confidential, and Plondo takes no placement fee. Leaders can apply on the placement page in the Plondo Home Business Hub.
